Oliver targets a man that provided low income houses with faulty fire alarms and wants him to pay. However, someone else shoots and kills him and he his shot. He quickly realizes that the bullet was poisoned and drink s a special mixture. We flashback to when he was shot by the arrow and the same mixture was used on him there before the man removed the arrow out of his chest. Oliver then decides he wants to open a bar; to cover the basement he works from. Realizing that the enemy is targeting a large crowd he cannot protect, he forcibly asked Laurel’s father to help him protect them. Dig is wounded in the fight and Oliver brings him back to his layer to give him the medicine he needs. He then reveals himself to him.
